The Agriculture Sector Network (ASNET) engaged the Departmental Parliamentary Committee on Agriculture and Livestock on 5 September 2026 during a public participation forum on the Crops Law (Amendment) Bill, 2026.
The proposed Bill seeks to rationalize agricultural financing through the establishment of the Kenya Agribusiness Development Corporation Limited (KADCO). The public participation forum provided an opportunity for agricultural sector stakeholders to present their views and recommendations on the proposed amendments.
ASNET submitted a consolidated written and oral memorandum containing inputs gathered from its member organizations. The Network was represented by the Fresh Produce Exporters Association of Kenya (FPEAK) and the National Potato Council of Kenya (NPCK), both ASNET members.
The engagement sought to provide coordinated sector input on the proposed amendments, capture the perspectives and concerns of ASNET members, and highlight provisions relevant to agricultural value-chain actors. Through the memorandum, ASNET presented recommendations aimed at contributing to an enabling regulatory environment for the agriculture sector.
The meeting brought together representatives from various agricultural value chains, including ASNET, FPEAK and NPCK, alongside stakeholders from the sugar industry. These included Sugar Campaign for Change, Butali Sugarcane Farmers Association, Muhoroni Multipurpose Cooperative Union, Kenya National Federation of Sugarcane Farmers, The New Muhoroni Sugarcane Outgrowers Company Ltd, West Sugar Company Ltd, Kenya Sugar Manufacturers Association and Rift Valley Sugarcane Planters Association.
The participation by ASNET and its members demonstrated the importance of coordinated engagement by agricultural value-chain stakeholders in legislative and policy processes affecting the sector. The submitted recommendations will contribute to ongoing consideration of the proposed amendments as the Bill progresses through the legislative process.
